This dual purpose facility was designed for two critical operational groups, the Base Fire Department and the Emergency Response Centre, which respond to fire, environmental and civil emergencies for CFB Esquimalt and surrounding communities.

The fire hall and emergency response centre are housed within one facility, with a central gallery that defines the two functional spaces and serves as a control point for visitors. The fire hall space includes 10 drive-through apparatus bays, turn-out gear cleaning and storage, and training and support facilities, while the response centre houses offices, response centre, maintenance, and storage functions.
